Zoning Board of Appeals Minutes December 17, 2008

Members present:  Peter Conner, A Wendy Longo, David Peck, Marc Betti, William Keohan, and Edward Conroy

Member absent: Michael Main.

Staff present: Peggy Fitzgibbons and Paul McAuliffe

Mr. Conner called the meeting to order and explained the procedures for the evening.

Public Hearing
#3510 – Richard Ring
                Priscilla Beach Road

Sitting:  Peter Conner, A Wendy Longo, David Peck, and William Keohan

David Peck read the legal advertisement and a letter from Attorney Angley requesting a continuance into the record.  

Mrs. Longo made a motion to continue Case No. 3510 to February 18, 2009 at 7:30 p.m. with a new advertisement.

Mr. Peck seconded

Unanimously continued.

Informal Matter

#3496 – NASR Jewelers/PA Landers
                Commerce Way

Sitting: Peter Conner, Wendy Longo, David Peck, Edward Conroy, and William Keohan.

Mr. Shaw, Associated Engineers, representing the petition requested that the Board make a determination that the addition of 36 spaces is either a substantial or minor change.  The parking spaces will be added to the back of the parking lot.

A very long discussion ensued regarding the parking area and sidewalk connection.

Mrs. Longo made a motion that the addition of 36 parking spaces to the rear of the of the building is a minor change and does not require a new public hearing.

Mr. Conroy seconded.

Granted 4-1. Mr. Peck opposed.


Public Hearing
#3511 – John T. Ferreira
                207/209 Standish Avenue and 18 Savery’s Lane


Sitting:  Peter Conner, A Wendy Longo, David Peck, William Keohan, and Marc Betti.

David Peck read the legal advertisement into the record.  

Mr. Conner acknowledged receipt of three letters in support.

Mr. Flaherty, Flaherty & Stefani, said that the building was constructed circa 1900.  It is a three story 6 unit apartment building.  Each unit has 2 bedrooms.  Additional parking is needed. There is limited parking available.   The new drive will merge out to Savery’s Lane.  The new parking spaces will put the site in compliance with the by-law. Screening will be added along the abutters on Hamilton Street.

No public comment was offered in favor.

Public comment offered in opposition.

A discussion ensued regarding signage and the loss of a parking space on the street.

Hearing closed.


Votes:


Mrs. Longo made a motion to grant Case No. 3511 with conditions.

Mr. Peck seconded.

Unanimously granted.

No further business came before the Board.
